The long-stalled relations across the Taiwan Strait has finally seen a thaw, with Beijing agreeing to a planned groundbreaking visit to mainland China by Taiwan's top negotiator in mid-October.

The Beijing-based Association for Relations Across the Taiwan Strait (ARATS) sent a letter to its Taiwan counterpart on Tuesday that C. F. Koo, chairman of the Straits Exchange Foundation (SEF) is welcome to visit Beijing and Shanghai from Oct. 14 to Oct. 19.

Koo and Wang met for the first time in Singapore in April 1993 to lay a framework for regular SEF-ARATS dialogue. The second Koo-Wang meeting was originally scheduled for mid-1995. However, Beijing unilaterally suspended the meeting as well as all other SEF-ARATS exchanges in retaliation for President Lee's visit to the United States in June 1995.
